I undertook some time ago to let you have a list of the more important statements made by the Chinese on Hong Kong. such a list. The key statements for present purposes are clearly those
I now attach made by Deng in 1979 and 1981, which in important respects amplify the earlier Chinese formulations.

In addition to their general comments summarised in the attached list, Peking leaders have on several occasions since 1956 proposed the appointment of a Chinese government representative in Hong Kong. The Chinese raised this with Sir Alec Douglas-Home in 1972 and 1973, with Mr Crosland in 1976 and with the Governor of Hong Kong during his visit to Peking in March 1979. raised this point in more recent high-level contacts.
