1. We have been working on Peking Telegram No 704 and Hong Kong Telegram No 1073 giving the Ambassador's and the Governor's comments on the draft OD paper. The result is in the attached draft which I have discussed with Mr Donald and am to show to Sir E Youde this afternoon. I also attach a revised draft submission and letter to the Prime Minister. The main contingency paper is unaltered. I am sorry not to have been able to bring you in before this but we were under pressure. Your comments would, of course, be very welcome.

2. You will note that we have not taken all of the Ambassador's and Governor's amendments verbatim. But we have covered each one, sometimes in a rather compressed form.
