The Reform Club enclosed a statement on the future of
Hong Kong with their letter of 11 November. Mr David Alton MP
has also written to the Prime Minister forwarding a copy of the
statement (my submission of 24 November refers)..

4. The Reform Club is one of two political groups in the
Territory which mainly operate by sponsoring candidates for the
Urban Council elections. It has no particular party line on
the Western pattern.
5. The paper covers a wide range. Its conclusions are similar
to a number of recently canvassed proposals. In the reply, which
is likely to be published by the Club, we should stick to a
simple acknowledgement.
Any comment on the substance of the
question is likely to be taken in Hong Kong as a hint of HMG's
planning for the future.
