1. As agreed, I attach the following papers for discussion with Sir P Cradock:

a) Draft submission;

b) Draft OD Paper;

c) Draft letter from Secretary of State to Prime Minister;

d) Draft Contingency Paper.

An extra set is attached for Sir P Cradock.

2.

The Contingency Paper has been agreed with FED and takes full account of all the amendments proposed by the Governor of Hong Kong and Sir P Cradock.

3. As you know, Mr Mallaby of Planning Staff got wind of our project on the future and asked to see the paper. I think the time to show it to him would be after your discussion with Sir P Cradock and, if necessary, after Sir E Youde has approved it. I think it would also be helpful to show him the draft OD paper.
