I remarked to Song that I was pleased to hear that arrangements seemed to be close to agreement for opening the Visa Office in Hong Kong. This was a practical step which would greatly help travel and increase tourism from which both sides benefitted. Song said he too was pleased. "Basically" arrangements had been agreed.

Song made no attempt to raise any complaints about Hong Kong such as e.g. transit facilities or KMT activities.
