It is very unlikely that this approach was made without Ke Hua's approval, and it may indicate that he is interested in following up his conversation with Sir P Cradock in April (Peking Telegrams Nos 272 and 273). You may wish, now that three months have elapsed, to consider whether to raise the matter with Ke Hua, if you meet him socially. Alternatively, it would be perfectly reasonable for you to include it in a tour d'horizon. FED have sufficient points for you to discuss with Ke anyway if you should wish to have him in for a talk.
