Of course, people cannot completely blame culture for the crimes that are committed. But culture also cannot be exonerated from any responsibility. A certain of society produces a certain kind of culture. Culture in turn produces a strong influence on society.. If we say that the increasingly serious problem of juvenile deliquency in Hong Kong has nothing to do with its culture, people may hardly believe it!
