1. It is becoming increasingly apparent that the Chinese are contemplating similar solutions to the questions of Hong Kong and Taiwan some sort of'autonomous zone'. We shall need to examine the Taiwan analogy more closely.
2. I should be grateful therefore if you would provide us with a note on what the Chinese have said om the ultimate resumption of Taiwan and how it would be integrated into China. This need not be very long, perhaps four pages, but it would be helpful if we could have it by the end of the month.

The Chinese position on the future of Taiwan consists of two main elements :-
1.

the demand that the authorities on Taiwan must cease to use attributes of national status such as the
'Republic of China" flag.

the offer of an undertaking on the part of the People's Republic of China (PRC) to respect the "existing realities" on Taiwan.

The Chinese have repeatedly emphasised the second of these two points, since it was first outlined by Deng Xiaoping in a conversation with a US Congressional delegation in July 1978. In January 1979 Deng added, in conversation with another American Congressional delegation that in the event of an agreement on peaceful reunification there would be "no difficulty"iin Taiwan maintaining its security forces.
