The projections of population, employment, social services, industry and commerce would provide the basis from which the general content of the new town would be determined.

An assessment of broad land uses would be made and related to a preliminary development programme.

Demand calculations for infrastructure, transport and ser- vices would be used to determine requirements both in the new town and in the region.

Constraints and opportunities to development including possible effects on neighbouring properties would be identified and an action programme prepared to draw atten- tion to, and raise issues on problem areas that would affect the efficient development of the town.

Stage Two - Outline Plan

Stage two studies will investigate development options leading to the preparation of an outline plan which will be completed by the end of August.

During this stage of the study the preliminary assessments of social, economic and physical requirements would be refined and options for development prepared. These would be considered at both the broad Master Plan scale and also at the local or neighbourhood level.

The main land use components of the town would be defined. These would include areas for residential, recreational, commercial, and industrial development. Their arrangements in relation one to another and movement networks would be considered and concepts and development options' tested. ·

The form, scale and density of the urban areas of the town would be studied in detail to determine a satisfactory range of densities and grouping of communal facilities.
