The Luen Tak Company was granted the lease of the area. For many years there have been disputes over both the ownership and the management of the Company, but in May 1979, after litigation, it was reported by the Secretary for the New Territories that the dispute had been settled and that the ownership of the Company had been purchased by a group of local and foreign investors. The group proposed to develop the lot es a self-contained town and was prepared to surrender part of the area to Government for its own use. As Government' was at the time in the process of investigating the total potential of the North-Western New Territories for development, the representatives of the developers were informed that the Government's attitude towards their proposals would depend on the outcome of its own investigations.

Following these discussions the Secretary for the New Territories was informed that the new owners were a consortium of local developers and the China Resources Company.
