MEMORANDUM FOR EXECUTIVE COUNCIL
PROPOSED DEVELOPMENT OF DD 126 LOT 665 TIN SHUI WAI
A
Introduction
On 20th May 1980, after considering memorandum XCC(80)67,
a copy of which is at Annex A, Members advised and the Governor ordered that the consortium proposing to develop Tin Shui Wai should be told:
(a)
that the Government is prepared to co-operate fully in the first and second stages of the development study;
(b)
that this study must be expanded to include the Ha Tsuen and Lau Fau Shan areas;
(c)

that the Government is not at this stage committed to permit the company to proceed with the development but will take a view in principle on the matter in the light of the first two stages of the development studies, Government's own analysis of borrow areas, the Government staff resources involved, the prevailing circumstances after the first and second stages of the studies have been completed, and the call on the construction industry elsewhere in the Territory.
The developer was informed and, as a result, subsequently completed the first two stages of the study and submitted the reports to Government in October 1980. These reports have since been considered within Government and by Government's consultants who are now carrying out a sub-regional study of the North-West New Territories. The comments received have been discussed with the developer who has produced supple - mentary technical reports. The information and comments received have provided a basis for the evaluation of the project.

The development company owns 488 hectares of land in Tin Shui Wai and it has proposed that this should be amalgamated with 322 hectares of Crown land and 210 hectares of other private land (which would need to be resumed) to allow the development of a new town of about 535,000 people. The inclusion of the additional areas is considered necessary by the developer
