FUTURE OF HONG KONG: CONTINGENCY PROPOSALS

Hong Kong have reported that their draft paper on this subject will not be ready until the bag leaving Hong Kong on 12 May.

I propose to discuss the paper with the Political Adviser on Monday. For this purpose, we have prepared the attached draft notes which I have cleared with the Legal Adviser. I would be grateful for your views.
