The Governor thought it would be useful to take the opportunity of Teddy Youde's presence in Hong Kong to invite the Directors of NCNA to lunch and go over with them the ground already covered in Peking on the question of the future of Hong Kong.

The result was the conversation in the attached record. As expected, the NCNA Directors had very little to say. But there can be no doubt that they will have noted carefully everything said to them and I think it is fair to conclude that they are now about as fully briefed on the problem as they could be.

It so happens that both Directors left for Peking the day after the lunch. They were due to go a day earlier but postponed it because of the invitation. Although we do not know the purpose of this visit, which was probably planned some time ago, we can be certain that they will pass on in Peking what they were told here.

This conversation merely went over the S of S's brief for the benefit of the local CPG hierarchy to ensure that they were not misled in Peking as to what the S of S had said or as to what its implications were. No doubt you will consider what distribution, if any, is appropriate.
