Opportunities for trade with Hong Kong There are not general papers on this but it would seem appropriate for us to draft a minute from Lord Carrington to Mr Biffen.

Nationality Bill and nomenclature

The Chief Clerk reports Lord Carrington as having said

that he would have another look at the question of nomenclature. I recommend that we do not take this any further and NTD concur. Major concessions have already been made to Hong Kong on the Bill and the question of nomenclature has been examined in great depth. Further concession will lead to further demands. We have to put our foot down somewhere and I recommend that it should be here. This line is consistent with that taken by the Secretary of State in Hong Kong - Hong Kong telegram numbers 314 and 360 and FCO telegram number 314 on file HKK 340/1 Part C attached.

there is also the question of whether the Home Secretary

should write to the Governor about those who might be eligible for admission to the UK under the amendment to the Bill. This issue rests with the record of Lord Carrington's meeting with Mr Whitelaw at folio 184 in HKK 340/1 Part C. I suggest that it would be much more appropriate to send such a letter, if one has to be sent, after the dust has settled on the Bill.

New UK quota for Vietnamese refugees Lord Carrington has now to report to the Prime Minister on this - Mr Alexander's letter of 31 March at folio 51 in IKK 243/2. We have no report on the discussion in Hong Kong on this and I understand from Mr Lyne that it was hardly raised in Hong Kong and did not appear to be a major issue. Although Lord Carrington said he wishes to report personally to colleagues on this, he is not likely to take this up vigorously with his colleagues. It would be help- ful to know Sir E Youde's views on this.

Chinese Visa Office in Hong Kong The present position is contained in Mr Friar's minute of 3 April at folio 23 in IKK 349/1 attached. Hong Kong's response to Sir E Youde's suggestion that the Visa Office be added to the list of bodies enjoying diplomatic privileges (Peking telegram number 24 to Hong Kong at folio 20) is in Hong Kong telegram number 158 at folio 27. Hong Kong have now said that they are reconsidering the attitude on this and transit visas - Hong Kong telegram number 133. We should await their revised views.
