I minuted to Mr Walker as requested to commission an annex on Chinese views on reunification with Taiwan. Because of the sensitive treatment being given to Lord Carrington's discussions with Deng on Hong Kong, I did not spell out exactly why this was wanted.

2.

Mr Walker telephoned me yesterday afternoon to say:

a) the material on the subject was rather thin;

b)

he could not see the relevance to Hong Kong; and

c)

it appeared to him to be a waste of his time.

3.

I would recommend that the telegram detailing the discussions on the future be shown to Mr Walker by way of motivation.
