BACKGROUND BRIEFS

1. You may have seen from Hansard of 13 January 1981 (cols 559, 560 & 561) that Information Department and its predecessor OID issued 67 Background Briefs last year. Our latest list of those projected, in draftorto be cleared, is attached. While the heads of our geographical sections are frequently in contact with relevant departments to seek advice on topical subjects for future Background Briefs, I thought it worthwhile to ask for your help as well. It is always useful to have new ideas. May I remind you that our papers are used by our posts, both for briefing purposes and for handing to selected contacts (Ministers, officials and journalists).
2.
Ministers prefer us to issue our papers attributably i.e. as Background Briefs, but we do still issue some, those on more sensitive subjects, unattributably.
3. I would be grateful for any suggestions you may have (you could jot them on the bottom of this minute and return it to me). I apologise in advance if we are not able to use them all immediately, but they will still be useful.
