I enclose a copy of a self-explanatory letter dated 16 April from Sir Y K Pao to Lord Carrington.

Unless you see any objections, I shall be grateful if you would forward the Secretary of State's reply. The original is enclosed, together with a copy for you. I regret that the Foreign Office muse has failed to come up with a reply in blank verse on the theme of setting hearts at ease, but trust that the more prosaic response will nevertheless be acceptable to Sir Y K.
