1. The Chief Clerk gave Mr Clift and me his further comments on the paper.

This involves redrafting the final paragraph of Annex E, which I have done (see attached). His other comments were minor and I have amended the existing draft accordingly.

2. The next step is to submit the paper in final form to Private Office under cover of the attached draft minute. I should be grateful if you would try and shorten the summary without leaving out any of the essential points, and tighten up the main body of the paper by improving on the drafting and shortening it where appropriate.

The Secretary of State is likely to concentrate on the summary but must also read Annex E, which, in order to give it more prominence, should now become Annex A and be specifically referred to in the summary. Could you please take this on as a matter of some urgency and let me see a final draft by close of play on 16 March?
