which of the above options would offer best basis for making progress.
(b) would suit HMG best but would be the most difficult to negotiate.
(i) would be the most attractive to the Chinese but could undermine
confidence in Hong Kong. The solution probably lies somewhere
between the two and could possibly be along the lines of (h).
