In his submission of 6 March, Mr Morrice referred to the

paper on the medium- and long-term future of Hong Kong, to be
submitted in advance of the Secretary of State's visit to the
Far East.

The paper is attached.
It takes account of views of the
Governor and Hong Kong and HM Ambassador, Peking, as well as
comments by Sir E Youde, Mr Donald and FED.

This is a background paper which the Secretary of State
-
may wish to see before going to Hong Kong and Peking. It is
designed for his general guidance rather than for any specific
action on the problems which it covers; the latter are dealt with
in the briefs for his discussion on Hong Kong with the Chinese
leadership, which I am submitting separately. The paper may
well require further revision following the visit. For this
reason it is described as a draft.
4. If the Secretary of State does not have time to read the
whole paper, I suggest he concentrates on the Summary and on
Annex A, which deals with the options for a long-term solution.
5. Annexes B, D and E are now being drafted and will be submitted
separately.
