2. The Governor recommends two additional annexes, on parallels with Macao and a further look at sovereignty. The first is a good idea. Hong Kong have offered to write it and we ought to confirm that it is wanted. We are already doing a sovereignty annex, but as an account of Chinese approaches on the subject. Mr Rushford has given his views on legal implications over sovereignty (attached) They are brief and to the point. I think they would fit better into the text than into the annex.

You will note that the Governor suggests Dr Wilson might come over if we need help in drafting.
