If the Chinese try to broaden the discussion it may be

necessary to draw on paragraphs 8 and 9 of the main brief on a

Chinese Representative and Sovereignty. In any case it should be

made clear that a package would have to deal with the limitations on the Governor's action (at least in respect of leases) in the

1898 Order in Council.
