They
have also to bear in mind the Significance of the eventual
status of Hong Kong for that of Taiwan.
They will thus
reserve their position, watching the course of stability
in Hong Kong without necessarily gearing their action to
that precise date.
6. Within these constraints HMG must examine the problem
in the medium and long-term:
a) for the next 5 years and beyond, the preservation
and improvement of confidence, among investors and
the Hong Kong population, against the background
of the shortening Lease of the New Territories;
b) From the mid-1980s on, the possible options for
the future and the problems which these will raise.
