Following my discussion with NCNA about the
Tin Shui Wai project (reported in my letter of 17 January), China Resources sought a meeting with David Akers-Jones, Secretary for the New Territories.

China Resources told David Akers-Jones that they had made a detailed and careful study of the points mentioned in their previous meeting with him on 1 December. They wished to develop the area in co-operation, and in accordance, with the policies of the Hong Kong Government. As to the terms of the lease, China Resources said that Tin Shui Wai was a normal project. They had not thought about the leases aspect and would carry out the project in accordance with the normal practice of the Government.

In other words, whatever the truth of the original suggestions made by intermediaries, China Resources have now disassociated themselves from any suggestion about longer term leases for the Tin Shui Wai project. Their remarks therefore confirm what was said to me by NCNA and we must now draw a line under this particular episode. Nevertheless, the point made in my previous letter remains valid: the exercise has provided an opportunity to float with the Chinese details of what different forms of leases might be available if they were so disposed.
