1. As Li Jusheng suggested to the PA, the 75 year lease story was seemingly distorted in transmission. It was perhaps an idea floated with China Resources and tried out on the odd businessman, but which failed to gain final acceptance from the company bosses. In discussion with the Secretary for the New Territories in early December, Li Jingtang (China Resources' Deputy General Manager) showed no surprise at the idea, but merely said that the Hong Kong Government should follows its normal practice.

2. Mr Akers-Jones' approach to China Resources has at least set down the choices open to the Chinese. Peking has not had much time to consider them. A more positive response may emerge before the time comes to issue a lease.
