Information Department have drawn my attention to the attached article which appeared in the "International Herald Tribune" on 19 February.

They say that there is increasing press coverage of Hong Kong's future and wondered whether any low-key guidance was now needed for posts regarding Hong Kong's position, since the likelihood was that press enquiries would increase.

On balance, I think it might be worth trying to put something together for the general guidance of posts in order to stave off There is no enquiries from them as to the line they might take. great urgency about this, but the Secretary of State's forthcoming visit may lead to fresh speculation as to where we are going on Hong Kong.
4. If you agree,
I shall ask Mr Williamson to draft with a view to sending a saving guidance to posts in Asia and certain other posts by mid-March.
