Option E. Citizenship would have to be looked at, but I doubt if it would be a major problem under this scenario. Hong Kong would still administratively be a British dependent territory. This is not a problem in Macau.

Option I. This could well be the ultimate Chinese aim. A danger is that they may not realise that such a prospect would, at present, result in an immediate collapse of confidence. Not until the Chinese have demonstrated that they can run well their own, much less sophisticated, Special Zones would this danger be diminished. Even in the most optimistic estimate this will not be for many years to come.

General comment.

Worth making the point that (f), (g) and (h) are really only acceptable as short transitional arrangements. (e) might just be worth it as might (i).
