2. Sir E Youde agreed that work should proceed in two parts, the medium-term and the long-term, and that the prime purpose of the paper should be as briefing for the Secretary of State's visit to China. It should seek to identify options open to the UK and likely Chinese moves rather than attempt to recommend solutions.

3. It was agreed that the present guidelines on confidentiality should be maintained and that other Whitehall Departments should not be consulted.

4. Mr Donald riased the point that the Governor would most likely. be invited to visit Peking again prior to his retirement and that any Chinese initiative over Hong Kong would probably come at this time.
