1. I submit a draft reply to Sir Y K Pao's letter of

-28 July in which he expresses regret at not being able

to meet Lord Carrington during a recent visit to London.

As Sir Y K Pao mentions in his letter, he did call on

the Prime Minister. The discussions were not very detailed

and yielded little that was new.
