Mr Sandberg is in London from Hong Kong for the next 10 days, and has asked to see the Lord Privy Seal.

2. Mr Sandberg is the Chairman of the Hongkong and Shanghai Bank (HKSB) and an Unofficial Member of the Hong Kong Executive Council (EXCO). Last year Mr Blaker agreed that he would try and see any Unofficial Members of EXCO who asked to see him and I recommend that this should continue to be the policy.

Mr Sandberg saw Mr Ridley in the summer and would only take up 15 minutes of so of the Minister's time.

Mr Sandberg will no doubt wish to talk about the HKSB's

This is presently being bid for the Royal Bank of Scotland. considered by the Monopolies and Mergers Commission and the Minister would have therefore to avoid suggesting that HMG favoured the HKSB's bid.
