Lord Shepherd is bringing Mr Fung King-Hey to see you at 3 pm on 25 November.

Mr Fung, with his Sun Hung Kai group of companies, is one of the biggest land developers in Hong Kong. He was born in China in 1922 but is now British. He has close connections with the NCNA in Hong Kong and with senior members of the Chinese Government. He is likely to want to talk about the future of Hong Kong which he has discussed in Peking. His own views are contained in the attached summary of a talk he gave on this subject. Mr Fung lets the Governor know about his meetings with the Chinese and it is therefore worth keeping in touch with him. There is at the same time no doubt that he is playing his own hand and would not be our first choice as an intermediary.

Although Mr Fung can speak English he prefers to have an interpreter with him. He will therefore be accompanied by Mr Jack So, a personal aide, who used to be a Hong Kong Administrative Officer.

4. Lord Shepherd (LPS under Labour) is an adviser to Sun Hung Kai Securities, Mr Fung's principal company.

5. I will come to the meeting.
