SIR Y K PAO's CALL ON THE PM, 17 JULY 1981
As arranged, I enclose contributions for inclusion in the Prime Ministers briefing on Flags of convenience/ Bulk trades; a separate Hong Kong register; and the state of the bulk market.
2. SBP in the Department of Industry has also supplied the attached briefs on ship building and the tentative approach for the Queen to launch a Pao ship (you probably know that Kenneth Baker, Minister of State for Industry, has also agreed to see Pao this week).
3. Finally I attach a copy of our personality note on Pao, on which you may to wish to draw.

I would be grateful for a copy of the final brief and any note of the discussions at No 10, in due course.
