1. Your minute of 19 March to Mr Burns. On Hong Kong the only point to watch on timing is to avoid a clash with Mr Blaker, if possible. The Governor said to him that if Mr Blaker did a Far Eastern tour, a visit to Hong Kong after 6 October would be convenient.

PARISH VISITING BY THE PERMANENT UNDER-SECRETARY
1. The PUS will be attending the Commonwealth Heads of Government Meeting in Melbourne which finishes around

7 October. He would be free for visiting some Missions between 7 and 17 October and would like advice as to where he should go.
2. Sir Michael has, in principle, accepted an invitation from the Governor of Hong Kong to call in at Hong Kong. He has indicated some interest in Brunei, Hanoi, Vientiane and Rangoon. He is open to suggestions for any other posts in the region.
3. In the time available, ie about 9 or 10 days, probably three posts would be about right if allowance is made for travelling time.
4. I doubt if we will want to include any of the countries within the work of Far Eastern Department and South Asia Department, but I suppose if the PUS has got as far as Australia, it would be open to us to suggest somewhere in the Pacific, eg Port Moresby. I am copying this minute to the other departments in case they wish to tender comment or advice.
5. In the meantime I would be glad of your views about posts in South East Asia. I have mentioned to the PUS's office that the Secretary of State might be able to fit in one ASEAN country on his way back from CHOGM but that we would try and arrange for a visit to Thailand, Indonesia or the Philippines. The PUS would not wish to interfere with any plans for Lord Carrington.
6. I am inclined to think that it would be useful to encourage the PUS to go to Hanoi and to Rangoon. My least favourite would be Vientiane, although I daresay the PUS would be interested to see from a managerial point of view whether we really do need a mini-Mission.
7. There is no immediate hurry for answers, but I see some advantage in dealing with the matter quickly before we lose sight of it.
