MR RIDLEY'S MEETING WITH THE GOVERNOR OF HONG KONG: 10.30 AM ON 22 JUNE 1981
1. Mr Ridley has agreed to see Sir Murray MacLehose on
22 June. I attach briefing on topics which may be raised.
Further information is contained in the following papers
which are also attached:

a) My submission of 29 May on the Nationality Bill;
b) Mr Burns' submission of 7 May on Vietnamese Refugees;
c) Mr Morrice's submission of 11 May, and the PUS's
minute of 10 June to you, on the Hongkong Bank bid
for the Royal Bank of Scotland.
Sir Murray is coming to the UK for a hip operation at the
end of the month. He will then convalesce and return to Hong
Kong at the end of August. Whilst in London he is also seeing
Sir Peter Carey at the Department of Industry, Mr Donald and
the Governor of the Bank of England. He was to have seen
Lord Carrington on 23 June but this will not now be possible.
3. Sir Murray will retire next spring. The question of his
successor is now a major topic of speculation in Hong Kong.
4. I will brief Mr Ridley orally at 10.15 am prior to the
meeting.
