Mr Clift is currently on leave in Norway and
were
on present plans is due back in the Office on 11 March.
His arrangements have been made some time ago and he
is travelling on a special excursion ticket which does
not permit him to change the date of his return journey
without considerable financial penalty.

Since Mr Clift made his arrangements, it has
been agreed that the Governor of Hong Kong should come to
London from 9 13 March for consultations with the
-
Secretary of State and other Ministers on pressing
political problems. I believe it is essential that
Mr Clift be present in London throught the Governor's
visit and I am therefore asking him to return here
to be on hand as from the morning of 9 March. In the
circumstances, the FCO should bear the cost of any
additional expenses incurred by Mr Clift up to and
including the full cost of an Oslo/London economy fare.
As Mr Clift will have to make urgent arrangements
for his travel, please let Mr Morrice (HKGD) know today
that this is in order as he will be telephoning
