HONG KONG'S OVERALL POLICY ON VIETNAMESE REFUGEES

4. Sir Philip Haddon-Cave wrote to Mr Donald on 2 December, copy

of letter annexed, expressing deep concern about slowing down of

offtake from Hong Kong on one hand and continued inflow from Vietnam

on other. Letter explores options available to Hong Kong. These

range from continuing present humanitarian attitude of accepting all

and allowing them to work through trying to get more resettlement

places to a deterrent policy of repatriation to Vietnam. Letter

raises fundamental issues on which we will submit to Ministers

after receiving comments from posts and the Lord Privy Seal has

returned from his visit.
