Hong Kong, New arrangements for these have recently been

introduced by mutual agreement. The Chinese are still not

satisfied however, because these visas are not issued by

the Embassy in Peking (Brief No 11);

v) Allegation of Maltreatment:

The Chinese authorities,

including Foreign Minister Huang Hua, have on a number

of occasions complained about alleged maltreatment of

Chinese by the Hong Kong Immigration Department and we

have always undertaken to investigate specific complaints

(Brief No 11).

There are two other non-contentious subjects which the Governor

may wish to raise (Briefs Nos 14 and 15). A brief has been prepared

by the Department of Industry on Inward Investment (Brief No 16).

MEETING WITH UNOFFICIAL MEMBERS OF THE EXECUTIVE AND LEGISLATIVE COUNCILS (UMELCO)

7. There are 9 Unofficial Members of the Executive Council. Five

of them also serve on the Legislative Council, together with 19 other

Unofficial Members. By taking part in the process of government the

28 Members of UMELCO provide an outside critical element and serve

as a public watchdog on the administration. Many of their questions

to the Lord Privy Seal will be on topics which will already have been

discussed with senior officials, particularly those in paragraphs 4

and 5 above. The Nationality Act and the MFA will dominate. A

separate Brief (No 17) covers these and other points, including

Capital Punishment.

The meeting with UMELCO should provide a useful
