b) Visits: These should let Mr Atkins see the work of the
security forces in combatting illegal immigration from
China, major development programmes including the New
Towns and public housing.

Political Issues
4. UK/Hong Kong bilateral issues include a number which have
aroused strong feelings in Hong Kong. (They will also be raised
by UMELCO and the Urban Council):
a) The Nationality Act. The Lord Privy Seal may wish to ask
the Governor's view on the best way of handling UMELCO
(Brief No 5).
b) Increase in High Education Fees for Overseas Students
in the UK. The Hong Kong Government has instituted a loan
scheme for Hong Kong first degree students in the UK. We
await the report of the Overseas Student Trust (Brief No 6).
c) Renegotiation of the Multi-Fibre Arrangement (MFA). The
Lord Privy Seal will be pressed to explain HMG's line in the
negotiations and over the Hong Kong/EC Bilateral agreement.
A line to take with the Textile Advisory Board is included
in the brief (Brief No 7).
d) Vietnamese Refugees. The completion of the existing UK
resettlement quota may cause problems for Hong Kong. The
Governor will no doubt wish to suggest ways to maintain a
steady trickle of these refugees to the UK for settlement
(Brief No 8).
e) Bids for the Royal Bank of Scotland (Brief No 9).
