Briefs should be as concise as possible. Departments will know how much of their subjects is familiar to the LPS. Points to Make and Essential Facts should bring out clearly those aspects of any international issue of particular concern in each of the three capitals. Briefs prepared for Lord Carrington's visit to China and Japan in March/April this year may provide a useful starting point.

I recognise that briefs may well require updating nearer the time; if so, this will be done by telegram. FED will be responsible for liaising with relevant departments.
