Increase in Higher Education Fees for Overseas

Students in the UK. The Hong Kong Government has

instituted a loan scheme for Hong Kong first degree

students in the UK. We await the report of the

Overseas Students Trust (Brief No 6).

Renegotiation of the Multi-Fibre Arrangement (MFA).

The Lord Privy Seal will be pressed hard in Hong

Kong to explain HMG's line in the negotiations and
