LORD PRIVY SEAL'S VISIT TO HONG KONG

1.

I attach a draft of the Steering brief and a list of briefs for this which you may wish to show to the Lord Privy Seal. Those marked 'P' will cover briefs for use during the visit to Peking, which we are agreeing with FED. The Lord Privy Seal will have an opportunity to discuss these topics with the Governor during his initial stopover in Hong Kong on 3/4 January.

2. We aim to have the briefs ready by 15 December although it may not be possible to finalise those on the MFA and the future of Hong Kong by then.

Unlike FED, I will not be issuing a commissioning minute. We will draft the briefs ourselves, clearing them with all relevant departments.
