6 May and would hope to have talks with Haig and others on that day. In the early part of the week, Lord Carrington will wish to visit parts of the USA away from the East coast, and perhaps to make a major public speech. He would like to receive proposals from HM Embassy at Washington and North American Department on the shape of such a tour.

He agrees that a place should be left open in July for a possible visit to Yugoslavia.

He agrees that the Department should plan in terms of a visit to the Gulf in October.

viii) Lord Carrington is ready to visit the GDR, Czechoslovakia and perhaps Bulgaria

(particularly if this can be combined with the visit to Jugoslavia in July);

x) Lord Carrington does mt consider that he need

make another visit to Nigeria next year. At some stage, he would like to make a brief visit to Ghana and possibly to Senegal. Ideally, these would be combined with visits to other countries on an itinerary which passed near West Africa. Carrington expects that the opportunity to go to these countries will probably not arise in 1982.

He does not give a high priority to visits to Peru and Nepal.

He does not think it will be possible to fit in a visit to Korea in 1982. He would be content to include Korea on the itinerary when he next visits the Far East. For example, he will probably wish to visit India in 1983 (on the assumption that he cannot go sooner) and might conceivably go on to Korea.

Inward Visits

The Secretary of State is content that Departments should plan in terms of the inward visits listed in paragraphs 18 to 34 in your submission of 6 October. However, any thoughts of an inward visit from Malaysia
