This is all right so

far as it goes. I think Mr Masefield will do a good job. It is up to us to keep i close touch with him and with Mr Ford and to ensure that Hong Kong are kept aware of any shifts of interest in London, particularly in Parliament, which are relevant.

The problem of information work on behalf of the UK remains. It is no good our confronting the Governor on this one. In practice, despite his expressed views on information work, he is very good at ensuring that the UK Government's point of view is put over where matters of major importance are concerned. We can, I am sure, rely on him to handle the problems of Vietnamese refugees and overseas students' fees fairly and sensibly. There will, however, be other issues, and by-products of the major issues, on which we shall need help. I am fairly confident that we can deal with this by keeping closely in touch. with the Chief Secretary and the Secretary for Information. What I have in mind is that we should, at about quarterly intervals, write to Sir Jack Cater, with a copy to Mr Scott, summarising the picture as seen from London and underlining any points which we hope can be got over in contacts with the media or other opinionmakers, including Unofficials. This would, of course, be in addition to ensuring that any public statements made in the UK get to Hong Kong in good time when, I am sure, that they will be given a fair wind.
