Present Position
7. Staff for proposed Office entered Hong Kong last May
but have now all returned to China. Hong Kong view is that
this reflects rivalry in Hong Kong affairs between MFA and
New China News Agency, which reports directly to the State
Council. But withdrawal could also be in frustration at
not receiving de facto diplomatic status which they have sought.
IMMIGRATION FROM CHINA
Extent of Problem
8. In 1980 about 80,000 illegal immigrants caught by
security forces. But estimated 70,000 succeeded in entering
urban areas and allowed to stay. Population growth rate of over 6% per annum (natural growth is 1.2%). Damaging effects.

Policy Changes (October 1980)

In October 1980, Governor announced, with HMG's approval,
new policy of repatriating all illegal immigrants. New legislation required carriage of identity cards and made it an offence to employ illegal immigrants or anyone without
proof of identity. Governor had previously discussed policy changes with Guangdong provincial authorities. Secretary of State also told Chinese Foreign Minister in October. Policy
has been successful. Numbers arrested trying to enter
territory dropped from over 200 per day to average of 20. Chinese have played their part.
10. Reaction in Hong Kong overwhelmingly favourable. Authorities have been flexible in cases of genuine humanitarian
concern.
