conflicts would not arise. Mr. Clift said that he was aware that the Councillors were also members of the various Boards and had an opportunity to bring the Council's policy to the attention of the Board. If the Boards proposed schemes which implied a Council financial commitment presumably they could make clear any objections to this.

Rent Control of Pre-war Premises

Mr. Ambrose Choi said that he wished to bring to Mr. Clift's attention the plight of the landlords of pre-war properties which had been subject to rent control. For many years the rents were so low that the return from the property meant that the landlords themselves had no capital for redevelopment and the rents would, in many cases, not even cover simple repairs to the property. Mr. Clift said that he was not briefed on this subject and he would, however, pass on Mr. Choi's comments to the appropriate authorities.
