2. We can agree to meet the travel and subsistence costs involved in Mr Williamson's visit from Hong Kong to Peking, Xian and Shanghai as proposed in paragraph 3 of your minute. We also agree that the Hong Kong Government should be asked to meet all costs initially and that we should reimburse them as appropriate.
