A: Well I think it is fair to say that they have not yet got a
fixed line or view on the future of HK. Aud certainly if
they have one, certainly it is not one that they have communicated to the British government or to the people of K. And it may well- be that we will not get a definite line out of them until the leadership questions are resolved. Obviously it would be unsatisfactory to attempt to secure an agreement with any individual in the Chinese leadership. It has got to be some collective view of the politbureau,
I would have thought, to carry any substantive weight in the long run.
