You are seeing Mr Shore this afternoon at 4 pm You

should see Dr Wilson's letter of 4 May about the con visit

of Mr David Steel to Hong Kong and China.

There are two points which arise from Mr Steel's visit.

The first is that Mr Shore should be aware that Chinese leaders

may complain about alleged mistreatment of Chinese nationals

transitting Hong Kong. As you know, we are puzzled by these

complaints which, as far as we can tell, are groundless.

Hong

Kong are willing to investigate specific complaints regarding

named individuals and any that have been made so far have been

answered to our satisfaction.

3.

The second point concerns public statements on the future

of Hong Kong. Mr Steel's replies at his press conference went further

than we would have wished but have probably done no serious damage.

However, you may wish to explain the delicacy of the position to

Mr Shore and suggest that he might want to clear his public line

on this subject with the Governor.

Mr Shore is seeing the Secretary of State on 14 May;
