There was an exchange of letters between David Wilson and you in September about Mr Battersby's suggestion that there should be a Hong Kong group in the European Parliament, on the lines of the Westminster one. This is just to say that we have heard from Claude Burgess in Brussels that Mr Battersby now seems to have dropped the idea. He told Claude Burgess that he had discussed it with Sir Paul Bryan who had advised that the time was not yet ripe, mentioning the end of the Governor's term and Jack Cater's forthcoming move to London as reasons. Mr Battersby said that he "fully accepted" this view.

I hope that we will hear no more of this, at least as Battersby's baby.
