I am writing to let you know that the Chairman of the Parole Board, Lord Harris of Greenwich, will be in Hong Kong from Wednesday, 11 March until Monday 15th March.
While in Hong Kong Lord Harris would very much appreciate the opportunity of talking to those responsible for dealing with the narcotics trade, as this forms an important element in the work of the Parole Board. I do not know whether there are any parole arrangements in Hong Kong or whether they are contemplating introducing any such scheme but in the event that they are, he would obviously be very interested in meeting those concerned. If there is not such a scheme he would be pleased to have an opportunity of talking to those involved in prison administration.
You might like to tell the Hong Kong authorities that when Lord Harris was a Minister of State at the Home Office he had responsibility for prisons for 2 years, and for five years he was responsible to the Home Secretary for the Police.
